We have recently added the ability for a company administrator to delete tags. You can do so by accessing the Company settings menu, and under the Miscellaneous section, you will see an option for Tags. From the list, you can delete any tags that are not currently assigned to a workflow or a smart list.
Users can delete tags from a particular candidate, but this does not delete the tag overall, and that deletion would need to be done via settings.
