The scenario you describe should already be achievable within existing functionality.
You will need to ensure that when the CTA is set up the option to "Show this field in Candidate advanced search & Workflow" is checked.
As long as that option is checked, then the field should be able to be utilised for if / else logic in workflows which are triggered by the submission of a CTA.
