Add a user role for Image management - not all content creators and/or recruiters should have access to upload and manage the image library. This causes conflict with company branding & compliance.

Restrict recruiters from being able to add / edit images from the image library. To reduce risk of liability and compliance issues. |

At this stage, we don't have immediate plans to add further permission groups.
We are looking more holistically at the permission framework in the product in coming months, so will consider this need as part of that larger investigation.
