Either have a workflow that can trigger off of a tag being added to a candidates profile or when a candidate is added to a smart list (based on the specified filters).

We have recently scheduled some time into the product roadmap to add the capability to trigger a workflow based on the addition of a tag to a candidate.
I'll provide an update here, and via the Recruitment Marketing Release Notes on the Knowledge Portal once that new development has been completed.
